Wubi installs amd64 on system with no 64bit capability

Bug Description

Windows 7 running in virtualbox, 32bit Host, hence guest is completely unable to run 64bit ubuntu.
Still Wubi downloads amd64 version for installing, resulting in an ubuntu that refuses to boot at the "finalizing install" stage

If running the wubi.exe when current i386 Lucid liveCD is attached to the vmachine, it picks that one up and installs fine.

I believe VB supports 64bit guest on 32bit host.

Guest windows 7 is 32bit
PAE is switched off for guest
Tried switching off VT-x virtual extensions for guest with no difference.
Guest is set to normal (non-32bit) linux.
