wubi permission denied - no CD

Bug Description

This is an intermittent problem on my PC.
It takes couple of trials ( 2 hours plus) to execute wubi.
And it always fails at the end.
I have no CD, wubi just downloads ( from where??)
I am a new user and struggling with installation via net.
How can I download the CD into my mashine and launch wubi from there?

 Basically it doesn't need a cd, it downloads from http://wubi-installer.org/latest.php . After it installs and the machine is rebooted you should see a menu that is displayed for a few seconds in which you choose by arrowing down to ubuntu to select, then press the enter key. If you reboot the machine and walk away for a minute or two, say for coffee or something it would start Windows by default. That may be one possibility, if it had an error message after you attempted to install it would be most helpful to post that here. It would greatly help in diagnosing any issues.

Well, it does not install, period It completes with permission denied and when I reboot the mashine I get arror saying that Win2000 kernel is missing or corrupted.
I have a dual boot and the boot partition is in Win2000 pro.
The catch is - I managed to load once. I had Ubuntu working . Than I lost grub - it would not boot to Ubuntu.
So I decided to start over and this is where I am.
I just cannot wait 2 hours to find out the I have "permission denied" error each time .

I am currently downloading the ISO  so I do not have to wait for the  download from web.
I'll let you know how it goes.
