Wubi install leaves partman deadlocked when restarted.

I'm filing this against ubiquity because I suspect it's not properly handling the error condition from partman. I believe this was the result of a retried Wubi install. That is, I came back to find the USB disk that the Windows VM was on disconnected and rebooted to try again. So perhaps this could be considered invalid, as I'm not sure what state the disk was in.

I added set -x to check.d/duplicate_labels as that's where it failed on the first retry attempt, but it seems to be getting one step further than that now.
