Please add some logging before openpgp\sap\crypto.py line 47:

log.debug(path)
import Util
log.debug(Util.__file__)

To disable dir deletion edit src/pylauncher/pylauncher.c and comment out:

delete_directory(targetdir);

Then rebuild
