Windows keymap is not carried over to Ubuntu

Bug Description

I use the dvorak keymap in Windows. Wubi did not appear to detect this or ask about it, resulting in a qwerty keymap for Ubuntu. Fixing it involves editing /etc/default/console-setup and /etc/X11/xorg.conf, which is highly undesirable and potentially very difficult if the keymap isn't correct.

If you can find out any additional windows code mappings (registry key hkl2variant) I will be glad to add it to the list.
