[Hardy] Wubi can not be installed from a downloaded Desktop CD

Bug Description
When you download the Ubuntu 8.04 Desktop iso file, you burn it into a CD and try to use that CD to install Ubuntu using Wubi, it simply doesn't work. It always appears an error message stating that other applications are using the CD, even if Wubi is the only application that has been open.
This issue may be bypassed using Daemon tools but, for the non-techical Windows users that want to try Ubuntu using Wubi and the Desktop CD, this may discourage them from trying Ubuntu.
So, please fix this issue.
