Yes, just tested it and it worked: I copied /usr/lib/locale/en_US.utf8 into the initramfs file system and could then mount the NTFS partition successfully with locale=en_US.utf-8. BTW, spelling it utf-8, utf8, UTF-8, or UTF8 works equally well.
