Wubi rejects local 32bit ISO on a 64bit machine

Bug Description
If you run wubi.exe with a downloaded 32bit ISO on a 64bit machine, it loads the settings for 64bit prior to checking the ISO so it's looking for vmlinuz.efi on the ISO instead of vmlinuz. This makes it reject the ISO and try to download the 64bit ISO.
The workaround is to run with the command line option: --32bit
