Cannot work in different language than interface setting

1. Interface language should be allowed to change with a settings parameter {env.default / en/es/it}.
2. Document language should be allowed to change from environment default and from interface one.

Some localizations prefer other fallback languages than english.
For example: if I have the OS environment in catalan, and there is no translation for WriteType, I prefer interface in spanish (Barcelona) or french (Perpignan) than english.

In some localizations students write documents in their mother tonge + more languages. Same examples for catalan+spanish and catalan+french depending of schools zone.
