Resizings doesn't respect window size increment steps

Bug Description
In a nutshell: "WInWrangler can't resize and layout Gnome Terminal windows properly under Metacity". This is because WW doesn't respect the size increment hints set on the window.
The increment sizes can be inspected with 'xprop' and 'wnckprop' can tell you about the window size in pixels. The problem is that I am not sure libwnck can give us the size increment steps for a window.
