Time indicator should open on hover if another indicator has already been opened

Bug Description
When you open an indicator and hover another, the new one opens. This don't happen with the time indicator though.

This happens because the clock indicator is part of a different menu bar. In order to achieve a panel that behaves like Unity's panel, we need to synthesize some click events on the panel, and this could be a source of bugs if not tested for enough time. L+1 maybe?
