Indicator panel color does not change with maximized chromium window

Bug Description
System condition : fresh login
Indicator panel color does not change to black upon opening of a maximized chromium-browser window(chromium is not using system decoration).
If I open a File browser after it (maximized), indicator panel background changes to black.
If I switch to Chromium from Files, the black background remains black.
If I minimize Files, indicator panel background becomes transparent, if I further open the minimized chromium browser, panel background remains transparent.
System is Elementary 0.4, software stack is up to date.

From the attached screenshot it doesn't appear that Chromium is actually maximized. If it were, it should show the unmaximize icon instead of the maximize icon
