wingpanel-specific GTK style things not included

Bug Description

Right now, wingpanel looks weird with almost every GTK+ theme, since the wingpanel-specific GTK3 theme parts are shipped as part of elementary-theme. This is in direct violation of this statement in the elementary stylesheet README:

> If an application needs a unique style, it should be bundled with that application.

For example, with the default gnome theme (Adwaita, the panel is 100% transparent (I guess that much is intentional), but with grey-ish text (completely unreadable, depending on the wallpaper), see screenshots attached to https://github.com/decathorpe/elementary-stable-rpms/issues/7. Other themes have similar issues.

I can confirm that Adwaita uses grey text for menubar. I have to investigate what to do that won't hardcode styles into the panel and prevent others from actually styling the panel correctly
