Background alpha algorithm is too sensitive

Bug Description
I have some light backgrounds that when I apply them wingpanel increases alpha color.
The problem is that wingpanel doesn't really need to increase alpha as the wingpanel items are totally visible.
I disabled "auto-adjust-alpha" and reduced "background-alpha" to 0 but when a window is maximized the wingpanel doesn't change alpha to 1 which is a little bit ugly and distracting. As a user that doesn't like the wingpanel without full transparency this prevents me of using any light wallpaper.
I suggest to change the alpha algorithm sensitivity or when auto-adjust-alpha is disabled, full screen auto adjustment should not get influenced. Also it could be nice if users could change the auto adjust alpha from settings.
