Bug Description
In Saucy there appears to be an issue where styles applied to ".panel" affect not only the panel itself but all it's children. So what we get is some really disturbing shadows on panel menus and other strange things.

It looks like this has to be fixed in the theme for submenus anyways, so it's kind of pointless to fix here.
