Bug Description
As titled, when launching Wingpanel from a pure Openbox session, it only shows up in Workspace 1.
Subsequent maximised windows in other workspaces would fill the space where Wingpanel should be.

As a workaround, you can add this to .config/
<application name="wingpanel">
<desktop>
</application>
