Scroll rate in popover is faster than over indicator icon

Bug Description

The scroll rate over the indicator icon feels pretty good, but scrolling over the scale inside the popover is way oversensitive.

We should match the scale to the icon.

Can't confirm on my system. It's behave pretty much the same here. I also use the same code for both scroll actions. So dunno how to fix.

Felipe can confirm. Only happens with a touchpad

It happens here with the mouse scroll as well. If I set to the minimum and scrolling twice, only when I'm scrolling over the scale I can hear something.
