Bug Description
Even while in Do Not Disturb, notifications should still be caught. We don't want to alert the user by changing the icon, but we want to make sure they are available for review when the user returns from Do Not Disturb.
Use Case:
I go into a video conference with DnD on.
When I get out of the conference, I turn DnD off.
While I was on the call, Sam sent me an email.
When I return, I still want all my missed notifications accessible in one place. The notifications still came in, I just didn't want to be alerted to them during that time.
