Rapsberry recommend this utility
Clicked on the link for the binary file fro 0.6 Tax Free
Windows responds with - ' this file can't be downloaded'
Running Windows 7 Pro 64-bit

I have no problems with the download link in Windows XP or Windows 7 (64bit). If you still have problems with https://launchpad.net/win32-image-writer/0.6/0.6/+download/win32diskimager-binary.zip try https://sourceforge.net/projects/win32diskimager/files/latest/download.

The project is moving to Sourceforge anyways. Future versions will be placed there.
