Project dashboard throws exception when payload API is not found

Bug Description

It is possible to not have the payload service endpoint not installed, as a result we should still display the project dashboard properly but not any of the 'manage queue' panels.

    Add the ability to toggle payload service

    We now can control if the payload dashboard will be displayed or not.
