Coal can be replaced by other ressources in the editor

Bug Description

When coal ressources are placed on a mountain and then the value of another ressource (e.g. gold) is changed (not set!), the coal will disappear. This happens to no other ressources.

I suggest:
- Changing the value does not replace any ressource.
- Setting the value replaces the current ressource.

Both ways will be possible, and the map-maker will not be confused when the coal disappears.

if coal has the resource-id (or how is the number identifying a resource called ? :)) 0, it will be handled as if
a certain amount of "no resource" is on the field, I don't know if that's the case.

The way I see it there shouldn't be a difference between mining resources. If you place coal over gold the gold should be replaced with coal, or vice versa. As it is now only coal is replaced by other resources and that doesn't make sense.

fixed in rev 6373.
Increase and decrease resource tool don't change resources other than the selected one. The set tool replaces every resource.
