"vacant" vs. "coming" statement sometimes unreliable

Bug Description

bzr 6322
I have seen 2 occasions where
the display of "vacant" (no suitable worker available within the economy) vs.
"coming" (worker available, but has not yet reached the site)
was false.
Both displayed "vacant" where in fact the worker was available.
Both occured when upgrading mines.
This is a very helpful feature and I'd hate to see it become unreliable.

Thanks for reporting. These statements should of course be accurate.

I guess one relevant question is whether the workers arrived even though they were listed as vacant. (In other words, does it show the wrong text, or does workers stay in warehouses/HQs when they should be working somewhere.) I can't remember seeing this, but then again it is easy to miss unless you check the worker tab.

I think we would need either some steps for how to reproduce this or a savegame demonstrating the problem for someone to take a look at what is going on.

Both cases that I saw showed vacant, but I knew I had a master miner
because he had worked in that very mine before upgrading it.
The master miner arrived a little later in spite of the "vacant", but
since it was part of a game, I did not catch the moment.
So I cannot say whether the "vacant" display stayed until the master miner arrived,
or the logic changed the display to "coming" at some time before.
I will keep an eye on this next time I see it.

We have had some other bugs with windows not updating automatically (bug 726139), but it is hard to say whether this is similar or not. I believe we would need steps on how to reproduce this or a replay demonstrating the issue.
