Barbarian charcoal burner stops producing without reason

Bug Description

bzr 6322.
All my barabian charcoal (4) burners have stopped producing.
They all had 5 trunks in the house, but no more were being brought in.
It is not an effect of minimal storage value (was set higher).
Removing one or all trunks from the site, using the input wares slider
and then again allowing maximal input quantity made them work again.

The problem seems to widen.
Now I have all my bakers "on strike".
Absolutely the same thing as with the charcoal burners before.
The game is now +40h old (gametime) and has worked quite well.

I had initially started this game to see if I get more orphaned wares at the flags,
see #958391
and had only very few so far.
I cannot be sure, but I think I had some wheat lying around at the flags
that now is gone, since I restarted the bakeries.

BTW: The charcoal burners keep going "on strike" from time to time

I *might* have seen the same, but I thought it was due to building running low on required wares so I didn't look into it. I suspect we need a reproducible way of triggering this or a savegame demonstrating the problem for someone to investigate what is causing this.
