Bug Description

This bug report picks up from bug#676955.
The In-game Help feature was introduced in Build 17. However, many help items for the Empire tribe still require content.

Bug 676955 is about the in-game help for the Barbarian buildings which has already been implemented in the game. I think it is a great help - both for newbies and experienced players. It should definitely be added for the other two tribes.
I think GunChleoc is working on an automation for creating the help files (see bug 1074353), therefore including the other two tribes should be quite easy once she has finished her work.
