Roads "light up" in the fog of war

Bug Description
There's two steps of fog of war; complete darkness or grayed out, everything else is visible. It looks like some of the roads are not faded like buildings and terrain in the grayed out part, which makes them stick out or "light up" the darker parts. This looks quite strange and contrary to the purpose of the fog of war. See the accompanying screenshot for an example. I don't think the graphics are to blame, but rather that the roads aren't faded like the other elements in the code.
