Bug Description
When a miner is educated as a master miner he it should be possible to replace him with an uneducated one, so the other one can work in a deeper mine.
Until now (build 12) you have to burn down mines to get enough miners to work in deep mines.

I am rather new to Widelands, but I think this is a good task to start with.
