Bug Description
This might be an extra-selectable option:
if a player has a low presence of military in an area, it might happen, that thiefs appear.
Those thiefs will either take wares waiting on a flag or even go into buildings and take a ware there (for example: taking a bag of flour out of the backery)
This can be very interesting, as this needs even more strategic-thinking. -> It won't be enough to have a strong frontier, as thiefs might come out of forests or out of the mountains... (atlatian thiefs might even come out of the water)
And further this would allow us, to add the function, that a player can train a thief his-/herself.
This thief can be sent out to rob the enemy and take gold or other precious wares.

This is just a vague idea. It needs to be described in much more detail to be implemented. By the way, I recognize the idea from Freeciv (they call it barbarians).
