Building being built doesn't get needed wares

Bug Description
I think I've isolated how this happens, but I'm uncertain if it's completely accurate.
1) A building is being built and still needs wares that are not available.
2) You disconnect the path for wares to reach the building (but not directly to the building's flag).
3) The wares become available.
4) You re-connect the path for wares to become available.
Result: The wares are never delivered.
Failed work-around attempts:
- Disconnecting a road directly to the building and re-connecting it, while there is still at least one other road connected to the building's flag.
- Raising the priority of the wares.
- Disconnecting other possible paths for the wares -- in the case I tested, they ended up in a warehouse (which I guess means that I didn't really disconnect all other possible paths).
Successful work-around:
Disconnect all paths leading directly to the building and subsequently re-connect a path between the building and the needed wares.
I'm using r4751 at the moment, but this has happened to me before in earlier revisions.
The file a.wgf was added: game with the problem (smelting works)
