Building being built doesn't get needed wares

Bug Description

I think I've isolated how this happens, but I'm uncertain if it's completely accurate.

1) A building is being built and still needs wares that are not available.
2) You disconnect the path for wares to reach the building (but not directly to the building's flag).
3) The wares become available.
4) You re-connect the path for wares to become available.
Result: The wares are never delivered.

Failed work-around attempts:
- Disconnecting a road directly to the building and re-connecting it, while there is still at least one other road connected to the building's flag.
- Raising the priority of the wares.
- Disconnecting other possible paths for the wares -- in the case I tested, they ended up in a warehouse (which I guess means that I didn't really disconnect all other possible paths).

Successful work-around:
Disconnect all paths leading directly to the building and subsequently re-connect a path between the building and the needed wares.

I'm using r4751 at the moment, but this has happened to me before in earlier revisions.

Verified: the trunk that should go into the building is already at the flag to the south of the smeltingworks. It is not delivered though. Ripping the path between smelting works and it's flag to the south and reconnecting it makes the trunk be delivered and the smelting works be completed.

My conclusion: this bug is not as bad as originally described in the current trunk, but it seems to exist. Maybe it is fixed with the recent changes to save/load code (but not for old savegames), but I can't be sure at the moment. I set this to confirmed for as long as this is not verified.
