editor loads each tribe twice at startup

Bug Description

From the progress screen it seems like the editor loads each tribe twice at startup.

(Not long ago, the world was loaded, then graphics were loaded, then tribes were loaded. So graphics were only loaded for the world. This was changed, so that the graphics are loaded after the tribes have been loaded. This was needed so that the event_set_player_frontier_style and event_set_player_flag_style option menus could show the graphics. Maybe other event options menus will need to show building/ware/worker graphics in the future.)

This was a lot easier to see when loading things took a lot longer time. After each tribe is loaded (mentioned by name), there seems to be a separate "loading tribes" message though. Someone(tm) should verifiy what the current behaviour is.

no longer true in trunk. I think it might not be true for b18 too, so setting to fixreleased.
