Tavern goes from 0 to 100% production immediately

Bug Description

I played the third map in the tutorial barbarian campaign in the daily svn 3806 build.

When I buldmy first tavern the productivity went from 0% to 100% as soon as the innkeeper entered the building, despite him not being able to produce anything. He did not start producing, it was just his productivity which was listed as 100%.

I saw this happen to my taverns too but not lately. I am not aware if this bug is fixed or just hard to reproduce.
