Add switch to compile.sh for skipping boost unit tests

Bug Description

Linking the economy test takes a long time, so we could add a switch to compile.sh to speed up the development process. This should be safe, because Travis and AppVeyor will still execute the tests for us.

I suggest calling it -s --skip-tests

what about also the opposite switch -t --test_only, to skip installation (deploying the files)?

-t is already used for skipping translations. Also, our switches generally turn things off rather than on, so we should be consistent here.

Run ./compile.sh -h for a list.
