ALSA problems with underrun

Bug Description

We get an error message on some machines when loading a game:

ALSA lib pcm.c:8424:(snd_pcm_recover) underrun occurred

Since the code is in SDL_Mixer (see https://bugs.launchpad.net/widelands/+bug/665174), all we can do is try to re-encode the sound files that trigger this error.

Log output can be added to FXset::load_sound_file
