Bug Description
Revision 9030
The attached savegame has the following settings:
- Outsource logs from each warehouse
- Waited until the flags of warehouses are full of logs
- The Woodcutter is stopped
Because the logic does not know where to put the wares, the transportation stops, thats fine. But now try to change the preferred wares in the warehouses to get transportation back.
- Any change in the warehouses does not get the transportation of logs to work again
What works to get transportation back:
1. Change the preferred wares of one warehouse, e.g. to normal priority
2. Build a short road, e.g. build road from flag 14,14 and set a new flag at 15,12
As soon you have set the flag, the transportion works again.

As soon you click on continue, the transportation works again.
Expected result: Changing priority in the warehouse should trigger transportation.
Maybe related: bug 1821167 "Construction sites don'd get ware allocated for at least 2 hours; a ware is not transported away from a flag for at least 2 hours."
