Bug Description
widelands does support playing on maps for Settlers II, and seems also to load the maps made for Return to the Roots.
Playing the map 'DatAsync.wld' from Return to the Roots, which provides seafearing, in widelands I nevertheless do not get the option to build a shipyard.
Furthermore, where there is the port space, in widelands no port can be built because it is only suitable for a medium sized building.
Playing the map 'MISS203.WLD' ("Auf hoher See") from Settlers II gold edition in widelands, I get the option to build a shipyard. Still, I cannot build a port on the designated port space because of building size restriction.
Hm, giving map-compatibility with Settlers II-maps, port spaces should always allow to build a port, even if it is not big enough for other big buildings; and the availability of port spaces should enable the option to build a shipyard.
Attached I have screenshots, comparing the situation in Return to the Roots and in widelands.

The problem is that the plots for the port spaces are only medium-size plots, but we need big plots to fit a port space.
Maybe levelling the terrain around port spaces, or making sure that it's arable will solve the issues.
