When after building a shipyard in next to a sea tile the expected construction site should be 1 unit away from the building's flagpole. On the horizontal it is at least 3 units ways and on the vertical axis 5 units.

The only way to force the shipwright to build the ship as close as possible to the shipyard, is to build roads on the shore.

Since shipbuilding is a time consuming process the additional time spend is not insignificant:
1 Unit: 20 minutes 43 seconds
3 Units: 22 minutes 39 seconds (+9.2%)
5 Units: 24 minutes 34 seconds (+18,5%)
