editor wont reload a saved map

Bug Description

When trying to reload a saved map the editor crashes , Am sending console output:

This is an finished game that wont reload.

Ups, i thought it was saved game but you mentioned a map and editor... sorry.

This is the same bug as bug 1783878: You have set to players but not explicitly chosen a tribe for each player. Definitely this is a bug which must be solved for build 20.

I mark this as a duplicate.
