place_building_in_region returns nill

Bug Description

Minor bug: contrarily to what the docs on infrastructure.lua say, place_building_in_region does not return the newly created building.

Testcase: Start as empire, first player in 'Lake of Tranquility'; dofile('noreturn.lua'); notice "nill" in console output.

We should have the function return the building - I'm sure that it will come in useful.

Running the test file from Steven gives following output:
