LUA: Function wl.ui.set_user_input_allowed() does not work as explained

Bug Description

The help says: "Allow or disallow user input. Be warned, setting this will make that mouse movements and keyboard presses are completely ignored."

When playing the tutorial 1 (Basic Control) i could move the mouse around when i shouldn't be able to do so (e.g. placing the first Lumberjack). Keyboard presses are ignored (e.g. pressing 'c'), so it is only the mouse movement that is not prevented.

I am not sure if prevention of mouse movement is needed, because the player has advice to look what happen.

Mouse movement by the user should be blocked while the scenario moves the mouse and then immediately released again. Currently, it results in the user and the scenario fighting for the mouse.
