Let buildings window stay open when stop/start is clicked

Bug Description
The buildings window closes automatically if one clicks on "Stop" or "Start".
It is suggested that the window stays open in such cases.

I am all for it. If a production is stopped one want to turn it on again after some time, so an open window acts like a reminder. Especially when clicking "Start" it is strange that the window closes, because eventually one wants to make more settings for that building.
