Fix Map "Glacier Lake" for territorial lord

Bug Description

As of #1617576 the Map "Glacier Lake" cannot be used for "Territorial Lord"

This should perhaps be fixed by placing the "correct" snow on the hills.

The best solution would be to add a new snow unwalkable item to the available tiles, that looks exactly like the snow arable in the Winter-Terrain, and the use this instead.

At least the map 'Oasis triangle' has the same problem i think.

While we have the terrain 'summer snow' to fix Glacier Lake, we have no similar terrain for desert to fix desert based maps. Such a terrain (unwalkable) has to be made then for desert.

Maybe we can have another solution? E.g. when a map was chosen which likely do not work with territorial, exclude territorial wincondition from the list?
