Bug Description
For win conditions that depend on time (Collectors, Wood Gnome, Territorial Time), the game will always continue, even if there is only 1 player left.
When a player has eliminated all other players, the game should end at once.

This is fixed for all mentioned win conditions since we do check for "count_ factions( plrs) > 1"
