wishlist: editor global tool

Bug Description

There has been some request for an editor tool that would allow to influence the whole map. Possible uses would be:

- initialize a map with a new terrain type; it's faster than sweeping all the map with the size 10 brush

- setting fish resources on all the map in one single click. Also setting ores could become faster that way, if you want all your mountains filled: set all the gold, granite, and iron, and then use the global tool to pur coal on all the remaining empty tiles.

- changing the baseline heigth. Suppose that you made a mountain map, and you wanted to make a talller peak, but you already reached 60. Well, you can't. But with the global tool, you can lower all the terrain globally, so that now you can raise your peak some more. Doing so with the brush toool is impossible if you want to preserve the slopes you already created.

Technically, this would only be an additional size of infinity that can be used in combination with every tool.

Yes, and that should make it very easy to program.

Actually, it is a bit more than an infinity sized tool, because an infinity sized tool would go all the way around the map and overlap with itself, but once this conflict is solved, there should be no other problem.

I think we should get rid of the tool size menu too and attach a spinbox to those tools that can have a size != 1 and give them individual sizes. Size keyboard shortcuts should still work as usual afterwards, but only if a tool that can have size is active.
