New Explore Port causes excess CPU

Bug Description

When playing Barbarian faction, after instructing a ship to begin building a new port, widelands begins using excessive CPU time from that point forward. I get very slow screen updates and intermittent sound events.

I also got excessive CPU usage in the Seafaring tutorial after building the shipyard was finished. I am wondering if this is related to our recent changes in the seafaring checks.
