Not all applicable soldiers go into the battle arena

Bug Description

Sometimes not all soldiers which are applicable for training go into the battle arena.
Attached is a savegame where you can see this. In the citadels to the right of the headquarters there are soldiers which weren't in the battle arena before and also don't go there.

As far as I can see, everything works as it should. Soldiers never walk out of a military site without being immediately replaced. Otherwise, they all would run out from your fortress after the battle arena is constructed, leaving you without any defense. Soldiers from warehouses get the training and then replace those in military sites. This exchange is maybe slow, but it ensures that your citadels never become completely empty.

It you still think there is something wrong or you wish something changed, please describe it more detailed.

Thank you for explaining this.
When I look at the soldiers in the savegame again, it seems that they have been in the trainingscamp. There they got trained to the maximum, then they left to replace rookies in the citadels.
But they missed the battle arena :( Now they are in the citadel and stay there.
Is this intentional? This "exchanging" is a really nice feature, but if I have both an arena and a trainingscamp can't I be sure that new soldiers do both of them and then exchange?

There are 2 major ways to fully upgrade soldiers:

* have enough half-upgraded soldiers in military buildings
* manually kick soldiers and replace them

Both ways are taking some time (it isn't very fast), but I prefer the first one. With Barbarians end Empire you can cheaply upgrade evade points with great number of soldiers. Then you can upgrade soldiers more with weapons. With Atlanteans it is slightly more complicated, but some players do that efficiently.

How does this work exactly? Assuming I've an arena, trainingscamp and enough resources for both buildungs?
