Cattle Farm shows wrong hover text

In a game I recently played, my cattle farm said "Skipped work because not: economy needs bread paddle or not economy needs wheat". The config file is correct (it says ox), I did not change anything (r6886). It is no translation error (it shows up in American English, too).
The issue is reproducible with the attached replay files (watch the blue cattle farm).

I have also seen a game where the issued showed at the Atlantean horse farm (bread paddle/corn) and the Imperial donkey farm (armor/wheat).

I only fixed the string design when I worked with these and did not check where the data comes from. Maybe someone else could check that out faster than I could, since this is an older bug that has nothing to do with the string design itself?

I could reproduce this while working on the production site strings. I couldn't find anything obvious in production_program.cc or the conf files, so maybe the problem is in the economy somewhere?

Cattle/Donkey/Horse farms are somewhat unusual, because they produce workers rather than wares. So, maybe the worker's index is used to gram something from the ware index?
