Bug Description
I got a situation where I got attacked by the AI and the soldiers of my citadels defended. After defending they then didn't go home but somehow seam to got deadlocked or something so that none of them moves anymore. Now they are all standing outside of their buildings and don't get back in.
Attached is a savegame, played from a trunk build (bzr6818).

Thanks for reporting this issue.
I can confirm the soldiers in the save game are stuck. We've had some similar reports on this in the past, for instance bug 730070 and recently bug 1245187. Though it is hard to tell whether these are caused by the same underlying issue or merely appear similar. I find it slightly suspicious that this is the second bug like this in a short while; random chance or could it be happening more often lately?
