It should be possible to dismantle construction sites

Bug Description

Since materials can be regained by tearing down buildings, it should also be possible to tear down unfinished buildings for the same reason.

I had this idea because - being a Widelands newbie - I ran out of raw stone and had a lot of unfinished buildings made of stone :)

What is the general feeling about this? I am kinda on the fence. It makes sense on the one part for symmetry reasons, but I also feel that placing a constructionsite should be some kind of investment.

So I am pretty torn :).

I quite like the idea but like some others it seems to be an edge case. Whilst I know how difficult it can be when running out of wares for construction, I can't imagine it happens often enough that a player needs to scavenge from construction sites.

However, effort has already been taken into giving construction sites the feature to remove wares. This does seem like a natural addition to it.

I think from a technical point of view this is not trivial to implement. Right now, dismantlesites figure out the ware they return by looking at the chain of prior buildings they were - if a constructionsite is to be dismantled midbuild, it would only return a fraction of these wares and the state of the constructionsite as it turns into a dismantlesite would need to be carried over. This is possible, but not straightforward to implement.

For now I do not see this as a good investment of time. Building this will be nontrivial and I do not think it is a very important feature. I am still on the fence if it even is desirable.
