In-construction port destroyed when borders are expanded over its flag

Bug Description

Expanding borders can destroy a port that is being constructed, when expansion is in a certain direction.

Using the attached saved game:

There is a tower to the south east (on the island) that is 90% built and an expedition ship awaiting at a newly-found port space. Open the Tower's window and increase the trunk ware to allow the final trunk to be delivered. Whilst the Tower is being finished open the ship's window and build a port. As soon as soldiers enter the Tower, the port is destroyed. This does not happen if the tower to the south west is completed while the port is being built.

Seems unlogical, but not so bad to be a show stopper for b18. Agreed?

Agreed that it is not bad enough to be a stopper. It needs an unusual set of actions to trigger...unless someone has coded a mutiny into the game :-)

This has recently been reported in our forums [1] with build18. I have not yet checked it in the current trunk, therefore I do not yet set it back to confirmed.
However, that is another person that stumbled across that bug, so maybe it should be fixed in build19.

I have just tested this in this week with a one player map and couldn't trigger this. I just wanted to check it with a two player map...

I couldn't trigger this even with a two player map. So i think this bug is fixed somehow.
