Random map: improve ore balance

Bug Description

cross reference: WL Q 233795

Part 2: Starting balance of picking a ore for the center of a vein: 6:4:2:3:3 for coal:iron:gold:stone:nothing.

Part 3: Large mountains should be checked to make sure that ore of a common type isn't seeded too many times in nearby areas and/or at minimum coal and iron are generally available within a radius of the protection area of a citadel (e.g. 15 or so flag positions?)
