Shovel icon is unclear

Bug Description

In the HQ and stock windows, the shovel's head is a dark colour. Combined with the dark background of the windows this makes it difficult to see that it's a shovel when looking for it.

Never mind. I see the same image is used in the menus for all the tribes.

I first noticed it in Empire, but all three tribes seem similar. When the shovel is being carried by workers it has a much lighter-coloured head which makes it more obvious.
